The Northern Lakes Special Education Cooperative (NLSEC) TSES manual is intended to explain the entire implementation process of delivering and improving special education services within our five districts. The Northern Lakes Special Education Cooperative TSES manual is provided to all NLSEC district schools to assist them in meeting due process requirements as outlined by federal and state laws, rules and regulations.
